Guest Speaker Bio: 

Deputy Chief McCarver began his career with the Huntsville Police Department in 1995 upon graduating from the 37th Session of the Huntsville Police Academy.  He spent the first 10 years of his career working the “street” as an officer.  During that time, he worked specifically in the high crime, high drug areas of Huntsville in a specialized unit that was assigned specifically to public housing.  He also served as a member of the department’s Bicycle Unit and was an Honor Guard member.  He served many of those years as a Field Training Officer and was assigned to the Police Academy as a Training Advisor in 2006.  He was awarded he Officer of the Year award in 2005.


Upon his promotion to Sergeant in November of 2006 he was assigned as a Patrol Supervisor with the additional duties as the Honor Guard Supervisor and Mobile Field Force Supervisor.  In 2008, two of the three units that he supervised received the Outstanding Unit Citation (Patrol Squad and Honor Guard).


In October of 2008, he was assigned as the Commander of a Multi-Jurisdiction Drug Task Force (HIDTA Task Force) which was led by the Huntsville Police Department.  During his time as the commander, the unit was responsible for dismantling more than 100 “Drug Trafficking Organizations,” seizing more than $1,000,000 in drug proceeds as well as hundreds of millions of dollars in drugs.  This unit was also awarded the Outstanding Unit Citation while under his command (2012).  As a Sergeant, he received the Supervisor of the Year award twice (2010 and 2013).


In 2013, he was promoted to the rank of Lieutenant as was assigned as the 1st Shift Commander in the West Precinct.  At that time, he was also assigned as the Mobile Field Force Commander.  During his assignment as a Patrol Lieutenant, both patrol squads working under his command received the Outstanding Unit Citation.  In addition, he worked with the Mobile Field Force sergeants to expand the scope of responsibility of the Mobile Field Force and it was renamed and rebranded as the Incident Response Team.   This newly designed unit is now responsible for the departments Disaster Response, Critical Incident Containment, and Civil Disturbance Response.


He was promoted to the rank of Captain in August of 2015 and was assigned as the South Precinct Commander where he commanded 86 sworn and civilian personnel.  As the South Precinct Commander, he implemented several community initiatives and assisted in re-writing the departmental officer evaluation process.  In November of 2016, he was assigned to the Police Academy as the Director of Training and was responsible for all training and continuing education activities within the Department.  In June of 2020, Captain McCarver was assigned as the Commander of the Criminal Investigations Division.


On June 11, 2021, he was promoted to the rank of Deputy Chief of Police and commands the Investigation Bureau. 


He holds the Degree of Master of Science in Justice and Public Safety from Auburn University at Montgomery and the Degree of Bachelor of Science in Criminal Justice from Athens State University.  During his career with HPD, he has served in the following capacities: Fox Unit, Bicycle Unit, Field Training Officer, Honor Guard, Police Academy Training Advisor, Patrol Sergeant, Mobile Field Force Sergeant, Honor Guard Sergeant, HIDTA Task Force (Narcotics Division) Commander, Patrol Lieutenant, Incident Response Team Commander (Lieutenant), South Precinct Commander (Captain), Director of Training, Criminal Investigations Division Commander and is now the Investigations Bureau Commander.  Deputy Chief McCarver is also a graduate of The City of Huntsville Leadership Development Course, The Diversity Leadership Colloquium (Class VII), Leadership Greater Huntsville Flagship Program (L-33), and the FBI National Academy (Class 279).    


Deputy Chief McCarver has received the following awards during his career:  Ranger of the Year (1993), Eleven Certificates of Commendation, Good Conduct Award, Outstanding Physical Fitness Award, Four Outstanding Unit Awards, 2005 National “Top Cop” Award Nominee, Purple Heart (2005), Officer of the Year (2005), Supervisor of the Year (2010 and 2013), Outstanding Performance Award (2014), Education Award (2018).
